The Office of the Chief Secretary plays a vital role in ensuring the Chief Secretary has the necessary support to provide leadership, coordination, direction and support to the Prime Minister and Cabinet, as well as the department.

POLICY AND COORDINATION DIVISION
The Policy and Coordination Division is the core policy area of the Department, headed by a Deputy Secretary and comprises three branches namely, Economic and Development Policy, Social Policy and Government Services and Parliamentary Services. The three Branches are each headed by a Director-General.
The core functions of the division are:
- Prepare and provide quality and timely advice to the Chief Secretary and the Prime Minister;
- Prepare and coordinate Parliamentary business for the government; and
- Coordinate and provide advice on national issues, including the coordination of major impact projects.

CACC SECRETARIAT
The National Executive Council established the Central Agencies Co-ordination Committee (CACC) to assist the Prime Minister and the NEC. Its functions and responsibilities are embodied in the Prime Minister & NEC Act 2002.
The Secretariat supports the Central Agencies Co-ordination Committee provide whole-of-government leadership, direction and co-ordination for the public service.

The Public Sector Reform Management Unit's functions are twofold:
- Provide advice and technical support to the Chief Secretary and CACC on key reform initiatives aimed at improving the efficiency and effectiveness of the public service; and
- Provide technical support to line agencies and provincial administrations in the implementation of the reforms.

NATIONAL EXECUTIVE COUNCIL
The National Executive Council is the Executive arm of the National Government established under Section 149 of the Constitution. It consists of the Prime Minister (Chairman) and all Ministers.
NEC Meetings
NEC meetings are held twice a month on every second and fourth Wednesdays. Special Cabinet meetings can only be called when there is an urgent matter requiring immediate attention.
The Office of the Secretary to the NEC is established under Section 150 of the Constitution. The functions and responsibilities are specified under Section 23 (3) of the Prime Minister and National Executive Council Act and procedures determined by the National Executive Council.
The objectives of the NEC secretariat are to:
- Coordinate and provide executive and secretarial services to the National Executive Council and its committees and other committees chaired by the Prime Minister.
- Manage and coordinate NEC decision-making structures and processes.
- Liaise and coordinate all statutory matters for execution; and
- Custodian of NEC Decisions and all other NEC documents deposited with the secretariat.

THE OFFICE OF LEGISLATIVE COUNCIL
The Office was established in 1972 under the Legislative Drafting Service Act (Chapter 80) and integrated into the Department of Prime Minister and National Executive Counsel.
Objectives and Functions
The functions of the office include the drafting of:- proposed laws for introduction in Parliament;
- amendments to existing laws;
- subordinate legislation; and
- statutory instruments to have or be given the force of and consolidation of laws:
The Office also provides advice on legislation to the Prime Minister and the National Executive Council, Ministers and departmental heads. Apart from the Office of Attorney-General, the First Legislative Counsel also provides legal opinion and advice when called upon.
The Office also provides advice on legislation and assists in drafting legislation for provincial and local-level governments.

OFFICE OF SECUTITY COORDINATION AND ASSESSMENT
The Office of Security Coordination and Assessment (OSCA) performs the coordination and assessment role for the Papua New Guinea intelligence community. It also performs the administrative and secretariat duties for the National Security Advisory Council (NSAC).
OSCA also assists the National Executive Council (NEC) Secretariat in facilitating National Security Council (NSC) meetings.

PERFORMANCE MANAGEMENT UNIT
Performance Management Unit's objective is to ensure the public sector operates in a cohesive and responsive way through effective implementation of government policies, programs and performance.
To achieve its purpose, the PMU:
- Assists the Chief Secretary report to the Prime Minister on the performance of the public sector;
- Coordinate and advise the Central Agencies Coordinating Committee (CACC) and Chief Secretary on appointments, suspensions, discipline and termination of departmental heads and provincial administrators;
- Devise, institute and implement a performance management system for measuring performance of departmental heads and provincial administrators; and
- Develop arrangements for improved monitoring and reporting on implementation of NEC and other Government decisions.

INTERNATIONAL RELATIONS UNIT
The International Relations Unit was established under the 2003 department restructure to provide support and advice to the Prime Minister and Chief Secretary on all important bilateral and multilateral matters, in close consultation with the Department of Foreign Affairs and Trade.
The Unit also oversees and manages PNG's membership to the Asia Pacific Economic Cooperation (APEC) through policy advice and secretariat support to the Deputy Secretary (Policy and Coordination) and PNG's Senior Official to APEC.

OFFICE OF THE CHIEF OF STATE PROTOCOL AND CEREMONIES
The objectives of the Office of the Chief of State Protocol and Ceremonies is to restore and strengthen good governance by promoting national sovereignty, unity and identify in accordance with the provisions of the National Identity (Amendment) Act 2000 and other relevant legislation.
The position of the Chief of State Protocol and Ceremonies has been transferred to the Department of Foreign Affairs, consistent with a 2005 National Executive Council decision.
The main functions of the Office are:
- Provide protocol services at State functions and ceremonies; and
- Provide protocol and personal support to the Prime Minister, Government Ministers, the Governor General and Chief Secretary.

CORPORATE SERVICES DIVISION
The objective of the Corporate Services Division is to provide effective and efficient management of:
- financial resources through budget and accounting;
- control of department assets;
- HR payroll and staff matters, primarily on training and development;
- Maintenance of Morauta Haus, Mirigini State House and Prime Minister's official residence as well as the provision of security services at these locations; and
- Ministerial Services in accordance with the Official Personal Staff Determination.

NATIONAL AIDS COUNCIL
The National AIDS Council was established in 1998 under the National AIDS Council Act 1997, and is responsible for coordinating and managing the national multi-sectoral response to the HIV/AIDS epidemic in Papua New Guinea.
In line with NEC Decision No. 241/2004 of December 2004, the Council now operates under the umbrella of the Prime Minister's Office and its secretariat under the Department of Prime Minister and NEC. The secretariat is an independent body established under a separate Act of Parliament, however having it under the ambit of the Prime Minister gives the national response both prominence as well as political thrust.
NACS facilitates the implementation of NAC decisions and policies through the Provincial AIDS Committees and their provincial secretariats.
